Denise Parrish Testimony supporting a stipulation and agreement as to SourceGas exceeding their authorized rate of return. A credit back to customers of $250,000 is agreed to in order to mitigate the overearnings. The bill credits will be a one-time credit, appearing on customer bills in January 2013. Additionally, a stipulated change in filing dates of certain financial documents is in the public interest.

Denise Parrish Testimony offering information and expert opinion as to whether SourceGas exceeded their authorized rate of return. More information may provide additional specificity, but a recommended credit back to customers of $500,000 - $750,000 is in order with the information available. Additionally, a recommended change in filing dates of certain financial information may alleviate this issue in the future. No changes to the authorized rate of return are recommended at this point.

Statement and protest by Denise Parrish Presents concerns about the lack of analysis and support behind some of the statements in the application and accompanying testimony. More information may provide reassurance that cash funds from Wyoming operations are not being (or could not or would not be) sent to one of the other states operation, potentially leaving Wyoming short for its own needs. Some additional modifications of the proposal are needed before it will be in the public interest: however more time is needed to sort out the best path forward.

Kimber Wichmann Exhibit reviews CLFP's revenue requirement, class cost of service (COS) and rate design for the gas division. In addition, the OCA submits adjustments to some of the numbers presented in the application. Finally, the OCA proposes a rate design that is consistent with the COS model. The OCA recognizes that there are subsidies amongst the classes and the rate design recommended moves toward each rate class paying its cost of service rather than not addressing the subsidies amongst the classes.

Kimber Wichmann Supplemental Testimony corrects information regarding Wichmann's analysis and view of Mr. Curtis’ analysis concerning the Company’s capital structure stated in Wichmann's testimony starting on page 5 and continuing through page 7, and to correct an error found in the flotation cost adjustment. Wichmann's analysis regarding risk and recommendation for the ROE remain the same. However, this impacted the exhibits of the other OCA witnesses and it seemed that supplemental testimony was the best solution to address the flotation cost issue and the capital structure changes.
Belinda Kolb Supplemental Testimony provides OCA’s revised summary exhibits that have changed with regard to the capital structure changes explained in the supplemental testimony of OCA Senior Analyst Ms. Kimber Wichmann.
Denise Parrish Supplemental Testimony revises the exhibits due to the changes to a few of the inputs into the calculations resulting from changes to rate of return proposed by OCA witness Kimber Wichmann.

the Office of Consumer Advocate (OCA) regarding the split credit rating and its influence to the risk
premium in my analysis and to address the updated information that was introduced as part of Dr. Moyer’s rebuttal testimony.
Denise Parrsih Surrebuttal Testimony responds to the costs to be included in rates related to the Oil Springs seismic study, the rate case expense, the proposed Pipeline Infrastructure Cost Adjustment tariffs, and the proposed Inflation Adjustment Mechanism tariffs. In addition, the testimony comments on the rebuttal adjustments to the revenue requirement that have been provided by SourceGas and describes the OCA's updated schedules and the reason behind updating the schedules.
Amy Zamora Revised Exhibits regards the cost of service and rate design which includes a formula correction to her direct testimony as well as incorporates the changes put forth in the surrebuttal from Ms. Wichmann and Ms. Parrish.

The OCA is adamantly opposed to Kinder Morgan’s proposed change, wherein a customer would no longer automatically default to the Pass-on Rate [Regulated Rate] if the customer does not submit a valid selection form.

This noncompliance of the Commission’s order should not be tolerated, and should be corrected before these tariffs are accepted for filing.
