-The
carrier access charge applied to all IXCs which connect to the LEC network. Paid
by the IXC to the LEC, such charges are determined by special tariffs subject to
regulatory approval.

controlled or owned, directly or indirectly, by a common principal or whose

Airtime
Charges-Charges applied to time spent talking on a cellular network.
Alternative
Access-Same
as Local Access except that the provider of the service is an entity other than
the Exchange Carrier authorized or permitted to provide such service.
Basic
Service-A
telephone company service limited to providing local switching and transmission.
Basic Service does not include equipment.
Cellular Basic Service-A cellular company service limited to providing
local service to customers within a
specified area. Basic Service does
not include equipment.
CLEC-
Competitive Local Exchange Carrier. offering local exchange
telecommunications services in Wyoming in competition with an established
carrier.
Coin-drop
Revenue -
Revenue received from pay
telephones which take coins.
Dial-around compensation -
Revenue
received from the use of a long distance or local carrier service. Such
services include calling cards and alternative carrier's collect.
Connection
Charges-A charge applied to the path between telephones that allows
the transmission of speech and other signals.
Directory
Assistance-Service allowing a customer to receive a telephone number
from an operator.
Dispatch
Communication Service-A radio communications technique where one
communicates to many through short bursts of communications.
Users of dispatch services include taxis, trucking companies, and service
personnel.
Enhanced
Services-Services offered over transmission facilities which may be
provided without filing a tariff. These
services usually involve some computer related feature such as formatting data
or restructuring the information. Most
Bell
operating companies are
prohibited from offering enhanced services at present.
Services offered over common carrier transmission facilities used in
interstate communications which employ computer processing applications that act
on the format, content, code, protocol or similar aspects of the subscriber’s
transmitted information.
ILEC-
An Incumbent Local Exchange Carrier is an established, facilities-based
telecommunication carrier offering local telecommunications services.
Intrastate
switched toll -
The connection
charge between a phone within the state and the long distance
companies' switch when a regular local or long distance call over standard lines
is made.
Interexchange
Carrier-A
telephone company providing telecommunications
service to connect end users located in different local exchange
areas, but excluding companies which also provide noncompetitive
local exchange services.
Lightwave
communications - Fiber Optic communications using light to carry
information.
Local access transport area (LATA)
- Geographic
regions created as part of the divestiture of American Telephone
and Telegraph Company which defined the areas where regional
Bell operating companies were permitted to provide telecommunication
services.
Local exchange
area - A geographic territorial
unit established by the commission for providing telecommunications
services.
Local exchange
service
- The provision of essential
telecommunications service within a local exchange
area.
Mobile
Phone - Another name for cellular
phone. Also called a car phone which is attached to the vehicle.
Noncompetitive telecommunications
services

Those
services which have not been found by the legislature or the
commission to be competitive in accordance with W.S. 37-15-102
Operator
Services- Any of a variety of telephone services which need
the
assistance of an operator or an automated operator.
Such services include collect calls, third party billed calls and
person-to-person calls.
Paging-To
send a message to someone through a telecommunications source which is received
through a wireless one-way receiver.
Pay
Phone- Also known as a pay station, a coin or calling card phone
installed for public or semi public use.
PCS
-
Personal Communications Service. a low
powered, high frequency alternative to traditional cellular service.
Prepaid
Calling Card-
A card the customer purchases in advance with a specific amount of telephone
calling time.
Price
- Any rate or charge set and published in
accordance with PSC rules and collected by the telecommunications
company for any telecommunications service offered by it to
the public or other telecommunications companies.
Private
Line-A direct circuit or channel specifically dedicated to the use of
an end user organization for the purpose of directly connecting two points
together providing connectivity on a non-switched basis.

cost - The
total forward-looking cost, using least cost technology, for
a telecommunications service or basic network function that
the telecommunications provider would incur if it were to
initially offer such telecommunications service or basic network
function.
Universal service -
The general availability of
essential telecommunications service at an affordable and
reasonable price.
Video dial tone
service - The transmission of entertainment
video programming and other forms of two-way, interactive
video programming using a common video dial tone platform.
Voice
Mail-A service which allows you to receive, edit and forward messages
to one or more mailboxes.
WATS-Wide Area Telecommunications
Service, A discounted toll service provided by all long distance and local phone
companies.
