3. Docket No. 30013-GP-03-135 (Record No. 8078) Commission authorized a Notice and Order granting Montana-Dakota Utilities authority to pass on a gas cost increase of $0.662/dth, effective with usage on or after March 1, 2003. (Contact - Anthony Reyes)

Docket No. 50025-PT-03-6 (Record No. 8086) Commission authorized a Notice and Order, effective March 1, 2003, granting Kaneb Pipe Line Operating Partnership, L.P. authority to increase its transportation rates for certain intrastate routes and to make several revisions to its rules and regulations. Docket No. 30016-GP-03-33 (Record No. 8125): Commission authorized a Notice and Order, effective with usage on or after March 1, 2003, granting Pinedale Natural Gas Company approval of its application to pass on a gas cost increase of $3.33/dth through its commodity balancing account. 2. Docket No. 10000-CA-03-12 (Record No. 8085) Commission authorized an Order, effective immediately, granting Fall River Rural Electric Cooperative authority to enter into a Member Reimbursement Agreement and Promissory Note to guarantee its pro rata share of a $50,000,000 Shelf Registration to be made to its Generation and Transmission Cooperative, Pacific Northwest Generation, by the National Rural Utilities Cooperative Finance Corporation. 1. Docket No. 30011-GR-02-34 (Record No. 8001) Commission held a pre-hearing conference in the matter of the general rate case application of Energy West Wyoming, a Division of Energy West, Inc., for authority to increase their gas rates by $755,730 per annum. The Commission authorized the issuance of a procedural order setting dates for the parties to file testimony, setting dates for the submission of related applications by Energy West, and setting a hearing date.

Docket No. 70005-TA-02-16 (Record No. 7716) Commission deliberated and reached a decision regarding the application of Chugwater Telephone Company to implement Total Service Long-Run Incremental Cost pricing. The Commission authorized an Order, effective immediately and to be implemented no later than Chugwater's next billing cycle, approving a TSLRIC compliant rate of $38.20 and a switched access rate reduction. The Commission further approved the stipulation between Qwest and Chugwater.

Docket No. 20000-ER-02-184 (Record No.7475) Commission accepted and approved, to be effective for service on and after March 14, 2003, tariffs filed by PacifiCorp in compliance with the Commission's Order issued in the General Rate Case, increasing revenues by $8,698,161 per year. 2. Docket No. 30010-GS-03-68 (Record No. 8131) Commission authorized an Order, effective immediately, authorizing Questar Gas Company to issue securities. (Contact - Tony Reyes)

3. Docket No. 70067-TT-02-4 (Record No. 8101) Commission authorized an Order granting Advanced Telcom, Inc. authority to cancel its Certificate of Public Convenience and Necessity and tariffs. (Contact - Tony Reyes)

4. Docket No. 30003-GS-03-30 (Record No. 8113) Commission authorized an Order granting MGTC, Inc. authority to guarantee a proportionate share of $728,000,000 of debt obligations of Western Gas Resources. (Contact - Doug Moench)

Docket Nos. 70016-TA-02-21 (Record No. 7467) and 70006-TR-00-43 (Record No. 5736) Commission deliberated and approved Silver Star and Teton Telecom's TSLRIC studies, filings and TSLRIC-based prices to be implemented in two phases. With respect to Silver Star, the Commission approved implementation dates for the initial phase of July 1, 2003 and July 1, 2004 for the second phase. Teton Telecom's TSLRIC based rates will become effective on July 1, 2003. (Contact - Dave Lucero)

Docket No. 20000-EC-02-190 (Record No. 7804) Commission deliberated over the matter of the complaint of Jack and Jeri Bottenfield against PacifiCorp, and authorized an Order requiring PacifiCorp to issue a 50% refund of the disputed $668.35, to revise and reissue bills based on the "cascading" billing method to reflect actual and estimated meter readings, to issue a refund for 602 KWh of usage incorrectly billed due to a calculation error related to "cascading" billing, and to honor a previously offered credit of $150.00. 1. Docket No. 70000-TC-03-861 (Record No. 8027) Commission authorized an Order granting Qwest Corporation's Motion to Dismiss the Complaint of Continental First Star Communications and Lloyd's Water Pal Corporation. (Contact - Chris Petrie)

4. Docket No. 30018-GR-02-15 (Record No.7850) Commission authorized an Order, effective immediately, authorizing Lower Valley Energy, Inc. to reduce rates by $486,881 per year, and to implement new tariffs. (Contact - Anthony Reyes)

Docket No. 30018-GP-03-18 (Record No. 8134) Commission authorized a Notice and Order, effective with usage on or after March 24, 2003, authorizing Lower Valley Energy, Inc. to pass on an increase of $180,876 in wholesale propane gas cost through its commodity balancing account. Docket No. 30011-GR-02-34 (Record No. 8001) Commission authorized a Special Order allowing one Commissioner or a hearing examiner to conduct the public hearing in the matter of the Application of Energy West Wyoming for authority to increase their gas rates by $755,730 per annum. Docket No. 20000-EA-03-197 (Record No. 8139) Commission authorized a Notice and Order, effective immediately, authorizing Pacificorp to sell certain distribution facilities, including 40 poles, attachments, guys and anchors, to Marathon Oil Company. (Contact - Doug Moench) 8. Docket No. 70000-TC-02-847 (Record No. 7961) - Commission authorized an Order dismissing the formal compliant of Herbert Gibson against Qwest Corporation.
